I am an assistant professor in the Department of Politics at the University of Virginia. My research focuses on American political institutions, with a special interest in the bureaucracy and rulemaking. My book Bending the Rules: Procedural Politicking in the Bureaucracy (University of Chicago Press, 2019) recently won the Theodore Lowi Award for the best first book in any field of political science and the Richard Neustadt Award for the best book on executive politics.
